There is an interesting (old) article regarding this subject in the
IBM Systems Journal, Vol 31, No 3, 1992 titled "Project Athena:
Supporting distributed computing at MIT".  The authors present a model
for determining the number of system administrators needed based
on the number of workstations, users, applications, licenses, etc.
The framework of the model can be adapted to fit specific situations
(with unknown accuracy).
