Are you perhaps thinking of the Harvard Network Laboratory run by Scott Bradner?

Try sobharvard.edu for questions, anon ftp newdev.harvard.edu (apparently a
temporary machine while the machine published in the LISA tutorial (hsdndev.harvard
.edu is being shifted).
