I strongly disagree.  2-3 years is MORE than enough time to "learn something
useful."  Heck, 3 months is usually sufficient for a bright, motivated
person to be a quite valuable contributor for a given environment.  Sure,
that's not enough time to go from square 1 to Senior Admin (tm), but
I don't think that's what we're talking about here.

Granted, it's hard to keep such a person interested for longer than 2-3 years
in a single-administrator site, but that's a whole different problem.
