There are a number of USENET newsgroups that deal with telephony.
Most have "telecom" in their names.
The three that are most netwide are:

	alt.dcom.telecom
	comp.dcom.telecom
        comp.dcom.telecom.tech

They also exist in regional and national hierarchies, e.g
	pdx.telecom
	uk.telecom
for Portland, OR and the United Kingdom.

The level of discussion is relatively high.
