Open Source CMS <http://www.opensourcecms.com> will let you try out a
bunch of the more popular free CMSes.

I have recently grown to like Plone <http://www.plone.org>, based on
Zope <http://www.zope.org>.

I don't know of many solutions that are made for file transfer, but
maybe they could give you some idea of what to look for.
