I'm quite curious about your bias here - I can't say that I've noticed a
strong correlation between having (or not having) a degree, and critical
thinking skills.
As far as 'relevant to the job' - that depends on what the job is, as
always :)

[on my part, all things being equal otherwise, I'd look at how well the
candidate would fit with my organization - although I'll admit to a bias
against people who have partially completed degrees, and a poor explanation
of why they didn't complete their degree]
