Although I haven't used it, with Admintool (UGH!) you can set Min change,
Max change, Max Inactive password parameters. There is also a file called
/etc/default/passwd with MAXWEEKS=, MINWEEKS=, and PASSLENGTH=6 parameters.
Try fiddling with those.
